Should a group of celibate men dictate the sexual health of a significant proportion of the world?

I heard that if 25 years ancient man,with relative excellent health has huge sexual desire towards opposite sex like wanting to bang them averagely twice a day or so,is strong indication that this person is ready and mature for marriage.I wonder is this right or there is something to add?or perhaps something missing?
